Bulk Email MTA Server Setup for Interspire + SPF amp; DNS etc by tension22

Will be using interspire emailmarketer or very similar Need help from chooseing the right server all the way through to inbox delivery including: MTA setup and configuration to allow for 30,000 per hour or ideally more (qmail, postfix etc)… (Budget: $30-250, Jobs: Bulk Marketing, DNS, Linux)
