Recreate and Improve Existing Image by pulphero

I have a full-color illustration (caricature) in JPG format that must be recreated in Photoshop (or Illustrator). The recreation needn’t be exact as I want a few relatively minor changes made as well…. (Budget: $30-$250 USD, Jobs: Caricature & Cartoons, Graphic Design, Illustration, Illustrator, Photoshop)
